When I call my bf why does it ring then say this person is unavailable?

I'm trying to get hold o my bf as we are meeting and I just called him he has gone to sleep and now he said to ring him at this Sertain time and when I do it rings then goes straight to this person is unavailable does this mean he has turned his phone off
