How to backup iPad apps to pc or another ipad

I have an unlocked iPad mini 2, associated with an icloud account I don't have the password for, and I need to backup a few custom apps that are on the device. Tips or suggestions? I have a pc and another iPad I could use to backup to. The back up is more important to me than where they end up.

You can back up in iTunes, just plug it in and select "Backup" on the device tab. You should also use the Transfer Purchases option: https://support.apple.com/en-us/HT201267
