Why cant i transfer my icloud library to my windows10?

I am using ipod touch 6th gen latest version. My laptop is bran new with up to date windows also. I verfied the icloud is also up to date. When I tried to transfer my pictures, it would only let me transfer about 70 pictures (out of over 1000). Same thing when I used dropbox. I looked on the icloud site and all my pictures are stored in icloud and my ipod. Any free way I could transfer my pictures and videos or how can I fix the icloud?

Login to the iCloud website via your laptop, select the iCloud Photo Library option, and then download all of your photos.
