Try signing out of iCloud, then sign back in. You might also try Reset All Settings.
Reset All Settings
Go to Settings >General >Reset >Reset All Settings. This resets to default everything in Settings, including notifications, alerts, brightness, and clock settings like wake up alarms.
Well, I'll be damned. Turns out in the cellular section the app store is turned off. Must've done it by mistake when I was navigating. Thanks for the replies!
