How can I find the personal hotspot option on my iPad?

iPads don't have , unless a iPad with a mobile data connection has a hot spot

If your iPad Air has no cellular option there is nothing to personal hotspot there.
Go to Settings > Cellular and activate Hotspot in there. Depending on what type of iPad (wifi or wifi+cellular) you can either use it on the iPhone or the iPad.
