iPhone With overdue balance.

I bought an iPhone 6s With overdue balance original from ATT. and it seems like ATT wont unlock it for me. so my question is, is it possible to use it oversea ?
not sure since when i put my T-mobile card inside it says that it is not supporting this card. have to make sure if i ship the phone to my friend in EU it will work there.

Err on the side of caution and presume it's locked/blacklisted globally, then pursue returning the device to the seller, who, in my opinion, perpetrated a fraud on you.

If the iPhone is locked to AT&T, you can only use it with an AT&T SIM card.. Even overseas no any SIM card except for AT&T will work on it.
