My iPad tv app no longer allows offline play of downloaded movies!

How do I get the tv app to stop displaying your purchases are not available no connection to the server please go online! A little box pops up! I can see my downloads under storage! My apps linked to my account! Apple repeatedly told me the app no longer offers play for downloads offline! This is why the box pops up! They explained! Apple has removed my comments about a full refund due to the missing ability to use my downloads offline and refused to help with this problem! Can one start a class action law suit? If I had known at the time of purchase that iTunes had no offline functionality I would have never purchased apple to start with! Help!

I just tried on my iPhone and was able to replicate the issue. Probably just a bug or oversight on Apple's part.
