Can your Messenger App have a stand-alone custom username if you have no facebook account?

Wanted a custom username for my Messenger App to give to my friends and tried many time with the same message "an unexpected error occurred please try again later" do I just need to try tomorrow or does me not being on facebook at all make username ability completely disabled?

If the option is not working then it could be a server side issue with Facebook. I would suggest closing out the app then trying again. If it doesn't work then try again at a later time.
