Why my iPhone can't turn on?

I have an iphone 4s 16 gb factory locked but i use chip make it functional. I made Erase all content and setting after this, my phone was trying to restart but he go till apple logo and stay there. Do anyone know any way to fix this problem?

I'm fuzzy on the long ago days of Jailbreak(JB) but I suspect that your phone was Jailbroken. When you erased all contents you disable the Jailbreak. It's hard to say more without details but what I would suggest is looking up how to Jailbreak an iPhone 4s.
