Are you using the cord that came with the device? Or a certified Apple replacement cord? Have you tried restarting your device? Try both using the power brick AND a computer. Do see a lightning bolt beside the battery? That indicates its charging.

Looking for the lightning bolt is key. I thought my phone was plugged in and charging. When I checked, I discovered that somehow, the charger had gotten dislodged from the socket. Once I got that taken care of, the lightning bolt appeared, and my phone was charging.
