    I have purchased additional iCloud storage. I have 200GB. I have a ridiculous amount of space available, yet I constantly get the storage almost full notification. The bulk of my usage is photos. How do I get them to default to that space rather than my phone space?

    By default photos will store in the camera roll. From there iCloud will grab them for upload but you can't change them going to the camera roll as default

    iCloud Photo Library is a mirror of what photos is in your camera roll. If you delete them from camera roll, they'll get deleted from iCloud Photo Library as well and vice versa.
    To store your photos only on the cloud you will have to use other cloud services such as Dropbox, Google Photos or OneDrive. After uploading to one of those, you can safely delete them from your camera roll.
