Hello,
Sorry to hear your "locked out!" Never fun my friend... luckily there is a way to tell what iOS version you are currently running without using your phone. Are you locked out as in forgot passcode? I.e: unlock phone from snoozing... Or is it just you Apple ID that's locked?

If it's iCloud locked, there's nothing you can do to unlock it without the Apple ID and password.
