I've noticed that when someone is on (talking or facetime) with that particular Iphone, it will NOT show up when trying to use find my Iphone to locate it. Once the phone is no longer being used (talking or facetime) the phone will show up on the map. Why is this and is there a way to get around this?

That's weird. But if you already know that they are on the phone or Facetime, why do you need to know where the device is?

Hmmm, I don't recall that being my experience. I'm going to have to investigate....
