Sending messages to android devices, from ipad.

I am trying to sync all messages between ipad and iphone. It is all set up correctly and works fine if you are sending the messages from the phone, however if you are sending a message from the ipad, and it is to an android device - the message delivery fails. The notes say that messages are send as "green bubble" messages, but that does not seem to be the case. Is there a way to rectify this please?

You cannot send SMS messages from an iPad because it is not a phone. With Handoff enabled, you can do it.
