Problem restoring from icloud

I've just tried to restore my iphone from icloud backup but had a problem with getting the two factor verification code. I've had to go about recovering the account which will apparently take a few days and the number that that this will go to is a landline which I don't sit with all day.

If I now go back and try and reset my phone as a new iphone will I still then be able to go back and restore from my icloud backup?

I doubt it, but I don't really know. I mean, Ive never had to deal with anything like that. Hopefully, those who have will reply soon.
