If I have wifi why can't I send a picture

I have a limited data cell plan. I have cellular in settings turned off not to go over data but have a wifi network at home. Is there a way wifi can send pictures so I don't go over data? Thanks for reading & any help

If you are using imessage to send the picture then it will work on wifi. If you are trying to send a regular SMS message with a picture then you need your cellular on in order to do so.
