If I delete photos from my phone & iPad, can I still find and download them from iCloud?

If I access iCloud with my browser remotely, all my photos appear to be there (in the cloud); if I now delete all the same
photos on my phone and iPad to free up space, will I accidentally also delete them from my iCloud account??

Yes you will also delete them from iCloud and all devices using your credentials.

It's best to select in the browser which photos you want to delete and export them to somewhere safe. Then you can delete them from iCloud.

Or better yet, enable Optimize iPhone Storage on your iPhone and Optimize iPad Storage on your iPad to free up space.
