iTunes won't sync movies or TV shows because Videos app isn't installed

iOS 10.2.1 (14D15)

Complete dialog text: "iTunes cannot sync movies or TV shows to the iPad [or iPhone] because the Videos app is not installed."

I don't recall actually deleting the Videos app. It doesn't appear in my App Store list of Purchased apps. The TV app is installed and plays movies and TV shows already on the device.

Suggestions?

I have the same issue. No VIDEOS app on my 7+ running Beta 4 Developer
