I pay for more storage for my iCloud and it didn't upgrade.. why? I pay $3.99

I don't know. Having said that, please contact Apple Support regarding this matter, assuming you've purchased more "iCloud" storage.

Assuming you verified that the payment went through, I would start by rebooting your phone. If that didn't work, I would sign out of iCloud and back in. If that doesn't work, contact support and for sure they will sort you out.
