Why does iTunes come up on my Mac and iPhone, but not my iPad?

It used to load on my iPad just fine, as recently as a few days ago.

If it has not been restricted or deleting from the device, go to Settings → General → Reset, and then select "Reset All Settings". That may cause it to reappear for you.
