I have new ipad and iphone and would like to try facetime, help please

I can facetime between my ipad and iphone but have not been able to facetime with my brother who also has these devices.

Rather odd. Did you activate a mobile number and an email address? And which item (email address or mobile) is your brother trying to connect with?

Are you able to initiate a FaceTime to your brothers mobile number or email address?

Lastly in setting you do have FaceTime activated, right?
