Is there a reason that a file (pdf) is too large and when I zip it, it is the same size.

The pdf is 82 meg and is only 9 pages, it may be the scan that is the problem , but I am not sure.

Image based files typically do not compress much when they are zipped.

Sounds like it was scanned at a high resolution. Perhaps it can be scanned at a lower resolution.
