How do I remove items from my iPad mini to the cloud for storage?

It doesn't quite work exactly like you are thinking, HOWEVER, the App Store, and iTunes do keep track of your purchases, and free downloads, AND you can re-download anything you have deleted at anytime. This is also helpful IF you have multiple devices with the same Apple ID, you can download the apps and books (and songs) NOT on that device, on to it.
