Can I upload music burned from CD onto laptop to my iphone 6S??

I have a ton of great music which I burned from purchased CD's eons ago onto my old as dirt windows XPS M1330 windows vista laptop ... and wanted to know if there is a way that I can upload that music to my new iphone 6S.?.? I only have 5gigs of data for my share in the plan and am out of data for like 10 days so I can't just get Spotify App or something to listen offline or even with wi-fi .. also my wi-fi connection does not reach my art studio where I would like to be listening to music, hence data free or offline angle!!! Or could I maybe upload music from laptop to iCloud and then somehow get it on my iphone without using data or over wi-fi??? Thanks so much for your time and help!!!!!

Use iTunes, and physically add the cuts to your iTiunes library on computer, then physically sync them to your phone.
