I'm unable to receive new apps updates in App Store

Hi , I have a problem with the App Store on my Iphone 6s plus "ios 10", the problem started with not receiving the notifications about new apps updates in app store automatically unless i swap the updates tab to load all the new updates and after i searched about how to fix it in google and tried many useless solutions (like changing date and time and also the clearing cache trick by pressing 10 times on the top charts button ) i ended up with not receiving new updates at all and when i open the updates tab it doesn't even refresh (by not showing the refreshing symbol on the top) please help me this so frustrating and bty all the notifications of App Store in the setting are already activated and Do Not Disturb is disabled.

Sign out of the iTunes and App Store, reboot your iPhone, sign back in to the iTunes & App Store.

Go to Settings - General - Reset, and then select "Reset All Settings".

Nothing happened but after resetting i noticed that all apps requested permission to allow notifications except App Store is that normal ?
