iPad, also used as phone is not ringing

My mom has an iPad and had to have it replaced last week. She uses it as her phone also and has service through Verizon. The new iPad is not ringing when I call her. If I leave a message it will chirp afterwards.? But it is not ringing as the call is being made. We have done all of the obvious. As I said, the notifications seem to be working for other things ? ? just not the phone ringtone. Any ideas?
