Welcome to iMore! I'm not sure. If the same iPhone and charger work in other cars then the problem is the car.

Could be a number of reasons. Are you using the USB port or the USB charger that plugs into the lighter? Maybe the port doesn't work. Maybe the charger adapter doesn't work. Maybe there isn't enough power to charge your device through that specific port. Have you tried plugging it into another port? Maybe the fuses need to be reset. It's a rental, there could be a ton of factors.
