    Solution depends on your computer OS. If it's MacOS then connect with cable and "import" your photos to your Photos app. If it's a Windows, connect it with cable and open the connected device as a usb-drive and copy the photos from the usb-drive to your computer.

    Yes, you can use it, as long as the laptop has a USB 3.0 port.

    USB in itself is enough. No need for the 3.0 standard as the iPhone doesn't require it.
