Welcome to iMore! If you're already restored your iPhone and you're still having an issue I have a few more suggestions...

    1. Make sure there's no lint or other debris stuck in the front speaker.
    2. If you haven't already, make test calls to multiple people, not just one. This will ensure it isn't an issue with the other person's phone.
    3. Are you using a case that would be interfering with the front speaker?
    4. It might be a hardware issue. If that's the case contact Apple Support, visit an Apple Store, or take your iPhone into a reputable repair shop.

If you can't hear the person you're talking to on your iPhone, press the up volume button to increase the volume. Also, make sure your iPhone isn't connected to a Bluetooth headset that you're not wearing. If you select the "Erase All Contents and Settings" option, all non-native apps, data, and settings will be erased.

Have you tried what @Just_Me_D and I recommended? If the volume is abnormally low then it's probably hardware related and needs to be fixed by a professional. If you're only having a problem in very noisy environments I suggest purchasing a headset with a mic or using the EarPods that came with your iPhone. It's normal that have difficulty hearing phone calls when you're surrounded by noise regardless of what phone you're using.
