how can i shutdown my apps on my iphone 4s

tried all all advice to close my double click on bottom app all the apps start to wobble ,but all it show is a small x at the top not a not a circle with a minus as the instructions if i click on the x it will delete the app can you please help Regards Ron Hilditch

Tap the circle with the X, as long as you did the double tap and not a long press.
