my iphone 7 will not ring and peerson calling only gets no sound

Cannot really add to what I have said......person tries to call me they get no sounds they get nothing but silence after dialing and of course I do notknowthat someone is trying to call me

So the calls aren't going through? On the callers end there is no sound whatsoever? No ringing? And on your end you never actually receive the call?

You can verify that you don't have them on your blocked list by going to Settings > Phone > Call Blocking.

Although if you did I believe they would still at least hear something on their end. It may be a carrier problem. If it's happen with multiple callers you'd want to contact your carrier. If it's happening with just one caller they may want to contact theirs.

Check your carrier at Settings > General > about. It should be 26.1 on iOS 10.1. You might try Reset Network Settings.
Reset Network Settings Settings>General>Reset>Tap Reset Network Settings. You may need to enter your wifi passcode back in afterwards.
