How often do you clean install an OS & 1 more Q

With Sierra recently released I was wondering how many clean installed it as opposed to just installing over current OS.

I am used to doing a Clean Install when it is a major OS change.

What is a good Photo Editing app?
I like Paint Shop Pro when on Windows, but they don't have an app or macOS.

I don't want, nor need the power of Photo Shop.

I see Pixelmator in the Mac App Store any thoughts, or other recommendations??
I just need to be able to resize, cleanup, clone, etc...

Like you do, I always perform a clean macOS installation when there'a a major release, recovering afterward the files I need from TimeMachine. Concerning your other question, I seldom have the need to modify pictures and photos; in the past I used iPhoto, and since it was removed, in the few occasion I needed it, I tried Pixelmator and Enlight (on iPhone). I found both valid enough for my purposes (minor retouching)

I think the last time I did a "clean" install of any kind was iOS 7, maybe iOS 8. I really think it's unnecessary, I have a late 2013 rMBP and I've never done a clean install on it, even running betas.
