What's wrong with your iOS version? Maybe it's just a small issue that can be fix if you can elaborate.
But the answer to your question is "no"
You can only downgrade iOS if you are running a beta version before GM of an iOS. Once Apple stop signing previous version is an iOS, you will not be able to downgrade to that previous version.

I don't think it's possible. 10.0.2 has been out for some time now. I don't think lower versions are being signed anymore.
