Can't rearrange Apps

I have a new iPhone 7 plus iOS 10.2. It's hard to rearrange the apps. Some times it comes with a menu, some times it opens the app and it is even harder to get them so you either delete one or rearrange one. Help

Don't PRESS the icon. LIGHTLY touch the icon with your finger until the icons start to wiggle. Then you can move them.

Don't press on it. Rest a finger on an app until they wiggle with an X, in the top right hand.
