iPhone 4 settings/retrictions

I'm a bit confused...I have an iPhone 4 brand new...in settings > general...restrictions ! Every time I go in and turn the restrictions off on each app....then I need to make a new 4 digit code? In order for the settings to stay where I set them? Because they're always turned on again which means what? I'm not in full control of my phone or what ?

What you're talking about might be a bug, but it might just be the restrictions menu asking for a password to confirm the changes.
