Notes not synching to iCloud from iPad and Phone. Only from MacBook

IOS 10.
I can leave my notes app running for over 48 hours and it still is trying to sync my notes. Anyone else have about 900 notes?
Steps taken:
restart the device
Logged in and out of Icloud.
Device Restore
Device setup as new.
