How do I get the music on my iphone to save in the icloud?

Welcome to iMore! When you set up the iPhone 7, just use the same Apple ID. Your music will be there.

Subscribe to AppleMusic or take the trial if you're still eligible. Enable iCloud Music Library in Settings > Music on your iPhone 5S, choose for Merge if prompted, wait for all your music to upload to the cloud, then on your iPhone 7, enable iCloud Music Library and you're done.
