Welcome to iMore! That usually happens when you're in an area with poor cell reception. Are you able to make outbound calls? If so, reset your device by holding the power button and home button down simultaneously until you see the Apple boot logo. If that doesn't work go to Settings > General > Reset > Reset Network Settings.
