How do I access Game Center to download to a new device?

I am playing The [redacted] game on Ipad 2 which is not coping with game. I bought the Ipad Pro to solve this problem.
At some time in the last week the game stopped connecting to the internet. Because of this I think it is why the game did not back up at Itunes. I was able to transfer everything else onto my new Ipad but not The [redacted]. My next thought was to download from Game Center but have not been able to find any way to do this. Thank you for any help you can give me.

If your new iPad has iOS 10 on it, then you will not have the Game Center as a stand alone app. Apple has done away with it.

You can access it through each individual game.
