The Paste feature on my iPhone 5 won't work

I successfully 'copied' a URL and tried to paste it to an email and was unsuccessful. I tried copying other text items and pasting to email and it didn't work. I did a hard start twice and it didn't work. I can copy and paste to a text but not email.

What happens if you tap the body and tap paste when that pops up?
