On my iPhone 6 with IOS 10, how can I reorder the photos in the all photos album?

The "All photos" album is organized by the date they're taken. There's no way to rearrange those.

Create a new Album - put All your photos in this Album - call it Arranged Photos for example.

In this new Album you can Select photos and drag and drop into any order you want.
