why don't phone cooling apps work

My phone has an over heating problem . within five minutes of switching on my phone, I get notifications stating that my phone temperature is too high, but every time I try to cool it down using my phone cooling apps the temperature never drops and the next thing I know my phone is rebooting due to a really high temperature.

If it were me, and barring any hardware problems that could be causing the excessive heat, I'd restore it and set it up as new.
