Would a broken/bad logic board stop iPod from turning on?

iPod was locked yesterday, I went to unlock it, and the screen won't come on. My home button is mashed up so I was using AssistiveTouch and when I connect it to the PC, the PC isn't picking it up, so I do not know if it is on or off, and I can not use Reiboot to fix the problem either.

If the logic board is bad, then yes. It looks to be done for good.
