Why cant I hold my apps down to get them to move or delete?

I'm trying to move the new "Home" app that was downloaded with the new software, but it doesn't jiggle when I hold it down like the apps used to.

Mine does, try rebooting/restarting your device. Hold the power and home buttons at the same time until the apple logo appears (about 10 seconds).

Lightly hold your finger on the app icon. Do not press. Then they should start jiggling.
