Why won't albums created on my iCloud (on PC) show up on my iPhone?

I have iCloud Photo Library and Upload to My Photo Stream toggles turned on in my iPhone. My pictures appear in my iCloud Photos (accessed on a PC).

I have taken a lot of photos on my phone - over 9,000 - and want them organized. Yesterday, I spent 8 hours in iCloud creating albums and moving photos around but the albums aren't showing up on my iPhone.

Ideas on what I'm doing wrong and why the albums aren't in both places (iPhone and iCloud Photos) but the photos themselves are? Ideas on how to fix it?

You may have already tried this but whenever I have had the issue you are having I usually log out of iCloud on both ends and then log back in. Over wifi vs cellular data.
