Why is Apple's native "Note" app not on the Apple Watch?

Asking Siri to take a Note (via the Watch), always results in Siri telling me to complete my request by making the note myself on my iPhone. Why can't the vocally created Note, using the watch, just appear in the Note app on the iPhone?

It's possible this feature will be available in WatchOS 3 or with Watch Series 2? Or maybe via a 3rd party app?
