iCloud storage plan won't let me downgrade to 50GB

I am currently using 23 GB of iCloud storage but the iCloud settings will not let me choose the 50GB monthly plan. It will let me opt for the free storage space but that won't be enough. The 200 I have chosen is way too much. Why won't it let me downgrade????
