Iphone 5s Camera Roll and Photostream are gone after restore

I had ATT unlock my iPhone and their instructions said to backup then restore to activate the unlock.

I did that and once restored Camera Roll and Photostream are gone. I have one called "All Photos" and some ones that were there before. Additionally a bunch of random albums with random dates appeared, almost all of them empty. I was able to delete those but the other two are gone.

Everything else restored properly.

How did you backup your device? Via iTunes or iCloud? If the latter, did you give it time to restore all of your pics? Has it been more than 30 days since the pics were in Photo Stream?

Sounds like iCloud Photo Library was enabled. All Photos only shows with iCloud Photo Library. Otherwise it's camera roll.
