What is the best way to merge iCloud back ups? specially Whatsapp

I have two iPhones, unfortunately when I bought the newer one I didn't restore from a back up. After sometime i relaiezed that I had two whatsapp backups. So, the question is how to get those pictures and videos in the whatsapp from the old device to the new one

Enable iCloud Photo Library on both phones, wait for all photos to finish syncing and all those photos will show up in both your camera roll. That is if you have enabled whatsapp to save photos to your camera roll, of course.
