Notification bar is stuck halfway down, rest of phone frozen

The notification bar on my iPhone 5 is stuck halfway down. I can touch and interact with things on the bar, but I can't touch anything below or behind it. I can't restart it because the slide to power off thing is behind the bar. Also, my power button is broken and I have assistive touch on.
